Measure utilisation honestly

Move machines to the work

Once you can see utilisation across sites, rebalancing is straightforward: pull under-used machines off slow sites and redeploy them where demand is high, rather than renting in. A simple weekly review of the utilisation board is enough to recover days of idle time every month.
